👥 Who it’s for: Estimators, Chief Estimators, Project Managers
🗓 When to use it: Bid day and buyout
The lowest number isn't always the lowest bid. One sub excludes the hoisting, another includes it twice with the GC's scope. Muro levels the proposals line by line, shows scope no sub carries and scope two subs carry, and gets you ready to interview the subs.

What to ask
1. Level the bids. Start the Bid Leveling Agent from Agents and add the sub proposals. (See How agents work.)
2. Find the gaps and overlaps:
Compare the leveling sheet with the subcontracts and responsibility matrix. Show scope no sub carries and scope two subs carry.
3. Prepare the interview:
Create a sub interview sheet for the low bidder, with one question per scope item and a notes column.
Go further:
Which bidder has the most exclusions? List them.
Which proposals didn't price the alternates?
Compare each bid against my estimate for this package.
Tips & best practices
✅ Check the exclusions. Click the source link to see the exact line in each proposal. See How Muro cites its sources.
💡 Add your scoping sheet. Muro then levels every proposal against the same scope, not just against each other.
💡 Use the interview sheet in the meeting. Take notes in the notes column and add it back to the project.
Good to know
Muro reads proposals in PDF. Scanned or handwritten proposals may need a check.
Muro shows the differences and points to the source. You pick the sub.
